Hobbs never commits the pro-rata, approves the spend, or moves the money — authority row 12, which names this by name. The wire reaches Rowan with Bea’s figure prepared and the deadline in days remaining, never as a date.
Why this has not moved, stated plainly
Nothing on the eighteen-charter roster written on 22 September would have moved
it. Signal is the one tool refused outright (ADR-30 clause 5), and every
Signal-shaped failure in this vault is outbound — hobbs-0dv, hobbs-xkw,
hobbs-m9x, hobbs-s7r, all unsent, all his. A reader would not have moved one
of them.
This is the escalation trigger, and it is the item version, not the person version. Anti-pattern 17: the trigger is Nikhil with a date, not Nikhil. The volume of everything else he sends is precisely what is not allowed to bury it, and eighteen days is what that looks like when it happens anyway.
