Decisions — Halcyon Propulsion
Venture-local tactical calls. Cross-venture records stay in Atlas/decisions.md;
the test is ADR-31 clause 6 — a record stays up there if reversing it would
change behaviour in a venture other than this one.
No global ADR moved here. One venture-local record was extracted from
VENTURE.md on 2026-09-23 under ADR-31 clause 8, because it is a standing
constraint with a lift condition and it was three paragraphs deep inside a
narrative section — which is Rowan’s complaint about this venture in his own
words. Its text is unchanged. A pointer sits where it came from.
What does not become a record here. A completed act stays in the narrative of
VENTURE.md where it happened: the board taken by phone from the car park
(7 September), the pre-reads sent and read (8 September), Dmitri’s title
(14 September). Those are history and Calendar/ is never rewritten.

HAL-01 — Nothing about the shaft-runout theory reaches Marcus until Dmitri is sure

Extracted, not rewritten. Everything below the rule is the text as it stood in
VENTURE.md from 7 September. It is a record rather than a paragraph because it
binds future action, it names the artifacts it binds, and it lifts only
on Rowan’s word — which is a Reverse if in everything but the heading it was
written under.
HOLD — not in anything Marcus can see, until Dmitri is sure
Rowan’s instruction, verbatim: “Don’t put that in anything Marcus can see yet.”
This holds until Rowan lifts it. It binds:
- the board pre-reads and any revision of them (
hobbs-epn) - the Tuesday board itself
- any document, mail or draft prepared for Marcus (
hobbs-x8k)
It does not bind this vault, which Marcus does not read. It does not bind Priya, who was not named — but she is on the board, so the hold’s practical reach is wider than its wording and Rowan has not been asked which he meant. Not resolved by Hobbs. Surfaced.
14 September: this stopped being hypothetical. Dmitri wants to take the
runout to Priya formally, this week. The hold names Marcus and documents; it
does not name Priya, and Priya sits on the board of five. Whether Dmitri goes is
Rowan’s answer to give and it is one sentence either way — hobbs-9xk, P1.
Hobbs does not resolve the scope of Rowan’s hold and holds no view on which
answer is right.
One fact it bears on, and it is already in the section below: the eight months in the pre-reads is Priya’s own estimate, and it was an estimate for qualifying a bearing failure. If Dmitri briefs her formally, she is the person best placed to know her number no longer rests on the failure she costed. Stated as a fact. Rowan’s call entirely, and Hobbs holds no view on it.
Reverse if / lift condition, stated in the form this file uses: Rowan lifts it. Nothing else does — not Dmitri becoming confident (he did, 14 September, and the hold stood), not the board running (it did, 8 September, and the hold was neither raised nor tested), and not the passage of time.
The unresolved scope question travels with the record. The hold names Marcus
