Brief delivered. Then Rowan reversed ADR-22: Claire read it, called, and made a
proposal of her own. No curators, no accounts read (ADR-20).

**The date is derived, not read.** `hobbs-bkt` — the machine clock still reports
5 September, eleven days open. Three independent sources agree on today: Rowan
said Tuesday; the last brief and daily note are Monday 2026-09-14; and Rowan said
ADR-22 fired *"six days later"*, ADR-22 being dated Wednesday 2026-09-09.

## Notes

- **ADR-22 was not edited, and that was the instruction.** *"I don't want ADR-22
  edited into something that looks like I got it right the first time."* Only the
  status header changed, carrying a pointer and his sentence. Same treatment
  ADR-24 gave ADR-18 — *superseded, not deleted*. A named wrong decision is what
  the right one gets measured against, and a tidy file would have destroyed the
  only comparison worth having.
- **What fired, stated precisely rather than conveniently.** Reverse-if 1 was
  *"Claire's view, once written down, is not retool."* **Her view is not "don't
  retool"** — she said *"then I'll retool it."* What she rejects is Rowan
  deciding it for her. So the clause fires in substance and not in its most
  literal reading, and ADR-25 says so rather than rounding it up. Overstating
  what fired would have been the same class of error as the reversal is
  correcting.
- **ADR-22 predicted this in two places on 9 September**, and they were the same
  fact seen from two sides: Reverse-if 1 (*"the one most likely to fire, because
  the input is missing rather than contrary"*) and the consequence
  (*"it is being chosen for an operator who owns none of it"*).
- **Said once, because it went right, and then not repeated.** The Reverse-if was
  written at Rowan's request on 9 September and it is the reason this is a
  six-day error rather than a four-month one. It reopened the decision without an
  argument.
- **The defect in the record, which is not a footnote.** ADR-22's status said
  *"PROPOSED — awaiting Rowan. Hobbs does not flip it"* and it was never flipped
  — while Rowan sent it to Claire on Sunday and calls it, in his own words, *"the
  decision I made on Wednesday."* **The Monday brief printed "ADR-22 unsigned
  since the 9th": true of the file, false of the fact.** The send left no trace
  anywhere; nothing outside the vault is read (ADR-20) and it is in the record
  now only because he said it today. **Same shape as the 10 September feedback
  entry: an act with no receipt.** Recorded in ADR-25, not logged as a correction
  — Rowan corrected himself, not Hobbs, and manufacturing a self-flag out of a
  structural gap would dilute the log that catches the real ones.
- **Numbering.** He asked for ADR-23. **ADR-23 is Tessellate, 11 September, and
  ADR-24 is the Bedrock search, 13 September.** The buy-in is **ADR-26** and the
  reversal is **ADR-25**. Told him rather than silently renumbering.
- **`hobbs-m9x` was neither closed nor retitled.** The three-futures question is
  now downstream of ownership, but the shape of a decision Rowan reversed forty
  minutes ago is his to set. Annotated, left open, disposition put back to him.
- **One task created that he did not ask for: `hobbs-xkw`** — tell Claire he has
  the proposal and the date she gets an answer. Her answer is due 30 September;
  she has had no acknowledgement of a thing she said she had not felt allowed to
  want. Constitution rule 7. Flagged to him in the same breath as being created.
- **The observation in ADR-26 that is not in any prior file:** her compensation
  and her purchase are the same money. Both facts have been in the vault since
  5 September — under market by his own assessment, and now buying out of profit.
  Putting them in one sentence is the whole of it; no conclusion drawn.
- **The handle sweep was run on today's files**, not deferred to Sunday, because
  four handles were written into five files in one session. Clean — `comm -23`
  returned nothing. SL-01 clause 5.
- **The brief ran 4,394 characters against a ~4,000 cap.** Recorded rather than
  trimmed further; yesterday's was 4,280.
