# Kettle River Power — the utility pilot

## The state, and it is a person before it is a schedule

**[[June Park]] is carrying the pilot and the counterparty essentially alone.**
Rowan's own recorded read: **she never complains, which is exactly why he keeps
handing her more**, and he believes she is closer to done than she is letting on.

**That is why she is on the Quiet list** (ADR-10), and the Quiet rule inverts the
usual instinct on purpose: *"I fail exactly the people who won't send a second
message."*

**Twenty days since contact** as of 2026-09-23, re-derived from
`Atlas/people/June Park.md` — and the frontmatter there carries a warning that
travels with the number: that contact was a **status meeting only.** Rowan:
*"it doesn't count and you know it doesn't count."* **Last substantive contact:
not recorded.**

## What she has not been told

**The post above her is being filled.** [[ceo-search]] started on 13 September and
`Atlas/ventures/bedrock/VENTURE.md` records, as a named unknown, whether anyone
else has been told — *"including [[June Park]], for whom this is the post above
her."* **Ten days later that is still unrecorded.**

Stated as a fact. **Whether she is told, and by whom, is Rowan's call and Hobbs
holds no view on it** (authority row 17).
