# Decisions — Bedrock Storage

Venture-local tactical calls. Cross-venture records stay in `Atlas/decisions.md`;
the test is **ADR-31 clause 6 — a record stays up there if reversing it would
change behaviour in a venture other than this one.**

**Two records moved here on 2026-09-23 and kept their global ADR numbers**
(ADR-31 clause 7). Stubs at their vacated slots in `Atlas/decisions.md` point
here.

**Why they came down.** ADR-18's decision is about where one paragraph lives in
one hub note. **It takes a narrow exception to ADR-08; it does not amend it** —
and it carries that exception in its own text, so nothing is lost by moving it.
ADR-24 travels with it because a reversal filed apart from the thing it reverses
is unreadable.

**What did not move with them: "The real reason" itself.** It stays in
`VENTURE.md`, in Rowan's words, unedited — *"Write it down somewhere I'll be made
to look at it again."* **A decision log is not somewhere he is made to look.** The
hub note is read every time the venture is opened; this file is not. ADR-24
clause 1 required that prose to survive the act it predicted, and moving it into
an archive would retire it by relocation.

exception below) · ADR-10 ([[June Park]] is on the Quiet list).

**New records here take `BED-NN`**, and only for a decision that still binds
future action (ADR-31 clause 8). **None exists yet.**

## ADR-18 — Bedrock's real reason is prose, and never becomes a task

**Date:** 2026-09-05 **Status:** in effect
**Context.** Rowan: *"I've been telling myself the Bedrock CEO search hasn't
started because I'm busy. It hasn't started because I don't want to hand it over.
That isn't a task. Write it down somewhere I'll be made to look at it again."*
The concrete-action rule (ADR-08) would mangle this — there is no first action,
and forcing one would falsify it.
**Decision.** It lives as dated prose under a heading — **"The real reason"** — in
`Atlas/ventures/bedrock/VENTURE.md`, in Rowan's words. **Not a task. Not
decomposed. Not surfaced as a nag.** It is read every time the venture is opened,
and it is what the weekly review points at when it asks why the search has not
started. This is a deliberate, narrow exception to ADR-08 for a class of thing —
a named avoidance — that a task title cannot hold honestly.
**Consequences.** (+) The true reason survives in the system instead of the
comfortable one. (−) It generates no queue pressure, by design.
**Reverse if:** Rowan decides to start the search — then it becomes an ordinary
concrete-action task and this ADR is superseded, not deleted.

## ADR-24 — ADR-18's Reverse if has fired: the Bedrock CEO search has started

**Date:** 2026-09-13 **Status:** in effect. **Supersedes ADR-18, which is not
deleted.**
**Context.** ADR-18 filed Rowan's stated reason the Bedrock CEO search had not
started — *"It hasn't started because I don't want to hand it over"* — as dated
prose under **"The real reason"**, deliberately never a task. Its Reverse if was
written as a single observable condition: *"Rowan decides to start the search —
then it becomes an ordinary concrete-action task and this ADR is superseded, not
deleted."* On **Sunday 13 September 2026** Rowan reported, in his words:

> "I've started the Bedrock CEO search. Properly, not as a task — I called Marcus
> this afternoon and asked him to make introductions, which is the thing I've been
> not doing for two years."

That is the condition, met by an act rather than by an intention.
**Decision.** Three parts, and the first is the one that matters.
1. **The "The real reason" prose stays exactly as written, in Rowan's words, and
   is not edited, softened, retired, or struck.** ADR-18 said *superseded, not
   deleted*, and the reason a named avoidance is worth keeping is that it is now
   the thing the act can be measured against. What is added beneath it is a dated
   record of what he did. Nothing is added to that record.
2. **The narrow ADR-08 exception ends.** From today the search is ordinary work
   and carries ordinary concrete-action tasks like any other thread. The ball is
   with [[Marcus Feld]], so the first one is a `waiting` item naming him and a
   follow-up date, not a task Rowan could start in ten minutes — that being the
   honest shape rather than the tidy one.
3. **`hobbs-nsj`** — *"Decide: start the Bedrock CEO search, or tell Marcus you
   are not going to yet"* — **is answered by the act and closes.** Both halves:
   he started it, and he told Marcus by asking him for something.
**Consequences.** (+) The venture's largest open thread stops being invisible to
the queue, and June Park's note stops asserting a fact that is no longer true.
(−) It now generates queue pressure, which ADR-18 was written to prevent. That
was the right design for an avoidance and is the wrong design for a search.
**Reverse if:** the search stops and the reason is again the one in "The real
reason" rather than an ordinary reason like a bad shortlist. Then ADR-18's
treatment returns — the prose was never removed, so there is nothing to restore.
**Not decided here:** anything about the search itself. No shortlist, no
specification, no view on Marcus's introductions, no opinion on the two years.
Rowan asked for a record and not a comment (authority row 17).
