# Cascadia Regional contract

## Why the status is `blocked` and not `active`

`hobbs-gbo` — sign, or renegotiate the witness point — **is blocked on
`hobbs-po6`, which is blocked on `hobbs-62a`, which is a P0 that has been open
since 5 September and asks three questions nobody has put to Dmitri.**

The chain, in one line: **the signature waits on the witness point, the witness
point waits on whether the Mk3 failure is a bearing or a shaft, and that waits on

## What is decided and what is not

**The last row is not an oversight, it is a gap.** Every count in this note is
against a date Halcyon committed to; the vault holds nothing about the
counterparty's flexibility, and no curator reads any account where that would
live (ADR-20).

## The calendar fact

**30 September is also the day Claire's answer is due** on
`ashcroft-tool-die`(`hobbs-s7r`). Two of Rowan's three hardest open questions
land on one date. Noted as a calendar fact, first recorded in ADR-22 and carried
here because that record now lives one folder down.
