Stuck at the City of Oakland. The revision is an occupancy reclassification — warehouse to mixed use with a working shop — “which turns out to be a different animal entirely.”

Why the status is blocked on nothing anyone is waiting for

The resubmission window has a closing date and this vault does not know what it is. hobbs-89n, P1: call the permit desk and get it.

That is the whole blockage, and it is not a blockage on the City. It is a blockage on one phone call that has been open since 5 September. A window with an unknown closing date cannot be planned against and cannot be missed knowingly — which is the worse of the two, because the first is a risk and the second is a decision.

The counterparty

The permit desk is a desk, not a person, as far as Rowan can tell. It sends actual post. Recorded because it is the reason nothing about this project will ever arrive in an account a curator could read, even after ADR-30’s roster is granted. This one stays manual permanently.
